CIS Fuel Mixture Adjustment
Fuel mixture adjustment can be accomplished using a few basic tools:

1.  Drill
2.  Drill bit - 2.5mm
3.  3mm allen wrench
4.  Sears Craftsman Digital Multimeter #82139 $29.99
     (or similiar meter with Duty Cycle setting)

Remove the anti-tamper plug by drilling a hole in the top and pulling it out with a a sheet metal screw.

Turning the 3mm wrench clockwise will make the mixture more rich.   Turning it counterclockwise, will make it more lean.

Set the meter to test duty cycle and attached to test connector. The "+" attaches to the blue wire and the "-" attaches to the brown wire.

Turn 3mm allen wrench until the meter reads 50-60.

Summary
Fuel mixture adjustment is an easy procedure.  Proper adjustment is required for best performance and emissions.   The most accurate results will be by a properly equipped shop, but satisfactory results can be obtained at home.

If you have done a motor swap, be sure to adjust your fuel mixture. Lean running conditions can result in overheating, among other problems.
